Understanding the Victorian Teaching and Learning Model 2.0
About VTLM 2.0
The Victorian Teaching and Learning Model (VTLM 2.0) sets out the evidence-informed principles that guide high-quality teaching and learning across Victorian government schools.
All government schools are expected to begin implementing VTLM 2.0 from 2025 and by the start of the 2028 school year, the model will be fully embedded in every Victorian classroom.
The Academy is supporting this transition by providing professional learning programs, teaching resources, and guides for parents and carers.

Leadership Programs
- Leading Instructional Excellence – foundational understanding of how students learn, based on VTLM 2.0 principles.

- Teaching Excellence Program – a year-long program enabling teachers to deepen pedagogical knowledge and apply evidence-informed practices.

- VTLM 2.0: Teaching Practice Series – provides practical strategies for teachers and leaders at all career stages to implement the VTLM 2.0.
Facilitator Training Programs
- Facilitator Training: Literacy Pedagogy and Practice – trains facilitators in evidence-informed literacy practices aligned with VTLM 2.0.
- Facilitator Training: Numeracy Pedagogy and Practice – builds facilitator expertise in numeracy pedagogy and evidence-based teaching practices.
Symposiums and Evaluations
Mathematics and Numeracy Symposium
Over 550 participants across 10 locations explored VTLM 2.0 at the Mathematics and Numeracy Symposium held in April 2025 and hosted by the Academy.
The symposium was designed for maths teachers and numeracy leaders to collaborate, learn and expand thinking in how to improve student outcomes in mathematics and numeracy and included workshops and activities, a departmental briefing on how to implement the VTLM 2.0, and was a networking opportunity for peers to explore the latest in teaching and learning updates.
VTLM 2.0 Academy Impact Evaluation Report
Participant feedback from an Academy 2025 Impact Evaluation Report shows 89% of participants in our VTLM 2.0-aligned professional learning were satisfied with Academy programs, and 86% reported a significant impact from having attended various programs. These results are a testament to our shared commitment to enhancing education across Victoria.

Micro-credentials
The University of Adelaide’s research-grounded micro-credential Teaching Phonics embeds systematic synthetic phonics instruction. This is an effective course which covers the essentials of phonics, phonemic awareness, and phonological awareness in a measured and practical way for teachers either new to this area or those who want an evidence-informed update.
Department of Education resources
The Department of Education's published guides set out strategies and practice for the VTLM 2.0’s ‘Explicit teaching’ elements of teaching, to assist with the implementation of the VTLM 2.0 in schools.
