Understanding the Victorian Teaching and Learning Model 2.0

Professional learning and resources to support the implementation of the revised Victorian Teaching and Learning Model (VTLM 2.0).
All Victorian government schools are expected to begin implementing the VTLM 2.0 in 2025 with it fully embedded in their teaching and learning programs from the start of the 2028 school year.
The Academy is supporting the rollout of the VTLM 2.0 by providing Victorian teachers and school leaders with aligned professional learning programs and resources.
Resources
- Teaching reading and phonics – a resources page supporting teaching of reading in Victorian schools, including a webinar, FAQs and links to further resources
- Understanding phonics – a guide for families, parents and carers
- Evidence-informed implementation of changed practice in schools – The Academy has prepared 5 guides forming an overview of the implementation framework and resources from the Australian Education Research Organisation (AERO)
- Evidence-informed Teaching of Reading webinar – This webinar outlined the VTLM 2.0 and explored the evidence-based approach to teaching reading, particularly through systematic synthetic phonics and explicit instruction. It also provided attendees with insights into latest practices for teaching reading, including the role of phonics and the Big Six in reading
- Understanding Maths Anxiety – a helpful guide for parents and carers
- Helping every child succeed: VTLM 2.0 – a guide for parents and carers to understand new teaching practices and support children’s learning.
Professional learning
Facilitator Training: Literacy Pedagogy and Practice
This program trains facilitators in evidence-informed literacy pedagogical practices, aligned to the VTLM 2.0.
Facilitator Training: Numeracy Pedagogy and Practice
This program trains facilitators in evidence-informed numeracy pedagogical practices, aligned to the VTLM 2.0.
Leading Instructional Excellence
This program develops a foundational understanding of how students learn aligning with VTLM 2.0 teaching and learning principles.
In this program, school-based teams engage with evidence-informed practices to lead improved literacy teaching and learning outcomes across their school, addressing DE priorities including VTLM 2.0.
The program uses contemporary research and approaches to lead exceptional mathematics teaching and learning. It is underpinned by the Victorian Curriculum Mathematics 2.0 and aligned with the VTLM 2.0.
This program develops school leaders’ understanding of how to lead strategic change, including the implementation of the VTLM 2.0, to enhance student outcomes within their unique context.
Literacy Pedagogy and Practice
This program strengthens and ability to apply evidence-informed principles, including the VTLM 2.0, to improve literacy outcomes.
Mathematics and Numeracy Symposium: Government Schools
- Over 550 attendees at 10 locations across Victoria, very positive feedback
- the agenda included support for schools to successfully implement the VTLM 2.0 with a focus on explicit teaching
Numeracy Pedagogy and Practice
This program strengthens pedagogical content knowledge with a focus on the VTLM 2.0 and builds ability to apply evidence-informed principles to improve numeracy outcomes.
This year-long professional learning program gives participants the opportunity to undertake practitioner inquiries which allow them to share insights and strategies around how they deepen pedagogical knowledge, and apply evidence-informed practices, such as those outlined in the VTLM 2.0, to improve student outcomes within diverse educational contexts.
VTLM 2.0: Teaching Practice series
This series provides teachers and leaders at any career stage with the knowledge and skills required to implement the Victorian Teaching and Learning Model 2.0.
VTLM 2.0 Academy Impact Evaluation
A recent impact evaluation report compiles key findings on participant satisfaction and the perceived impact of Academy programs, which are designed to support the Victorian Teaching and Learning Model 2.0 (VTLM 2.0). Key highlights from this report are outlined below.
Further professional learning
Embed systematic synthetic phonics instruction with The University of Adelaide’s research-grounded micro-credential.
This is an effective course which covers the essentials of phonics, phonemic awareness, and phonological awareness in a measured and practical way for teachers either new to this area or those who want an evidence-informed update.
